The development and construction of Binhai Industrial Block (BIB) is a major decision made by the CPC Taizhou Municipal Committee and Taizhou People’s Government, with an aim of following the principle of “building Zhejiang into an important base for advanced manufacturing industry” put forward by the CPC Provincial Committee and Provincial People’s Government as well as speeding up the construction of Taizhou coastal industrial belt. Located at the eastern coastal belt of the downtown Taizhou, The 148.8-square-kilometer BIB is to the south of Waisha and Yantou, north of Jinqing New Port, east of the planned Shugang Avenue and west of Haitu. The development and construction of the BIB is implemented by Jiaojiang District, Luqiao District and Taizhou Economic Development Zone (TEDZ) in the principle of “One Project, Multi-district Implementation”.
As an important part and pilot region of the Taizhou coastal industrial belt, the BIB in the TEDZ is located in the middle of Binhai Industrial City, with the area of about 30 square kilometers. The BIB’s construction officially started in March 2005. Centering on the object of constructing “a main platform for urban industrial development, a demonstrative zone for industry clustering and an important battlefield for coastal industrial belt construction”, the TEDZ Administration Committee and the Binhai Construction Headquarters constructed the 17.53-square-kilometer launch zone by three stages in line with the implementation strategy of “scientific layout, systematical planning and easy launch”. Thereinto, the 5,095-mu BIB phase I is to the east of Batang Road in the launch zone, stretching about 6,500 meters from north to south and about 550 meters from west to east. The BIB phase II is to the west of the BIB phase I, with an area of 5.28 square kilometers. The quotas for the relocation and replacement of standard farmland and the quotas for agricultural insurance involved in the BIB’s construction have been implemented on the whole.
Upon correct leadership of the CPC Municipal Committee and the Municipal People’s Government as well as supports from all authorities, all construction work of the BIB has been quickly promoted since the official construction of the BIB in March 2005.
I. Efforts have been made to plan the BIB: the leadership in the development of the BIB has been stressed, in a bid to complete the controllable detailed planning of the launch zone, the hi-voltage power grid planning, the flood control and water drainage planning, the water area protection, the detailed planning of municipal projects and the environmental appraisal in the BIB, as well as organize and implement the planning of the BIB’s core area and the planning and construction of living service facilities such as Changpu Eco-park. The industrial planning and guide for the BIB have been intensified to specify the industrial positioning and the development orientation of the BIB.
II. The investment environment has been improved. The TEDZ has invested more than RMB0.5 billion in constructing infrastructure including roads, water and electricity facilities, sewage equipment and communication networks. The subgrade project of 2 vertical and 6 horizontal roads and the hardening project of arterial roads in the BIB phase I have been completed. The subgrade construction of arterial roads in the BIB phase II has been launched, which led to the formation of the road framework in the BIB phase II. The power facilities project and the water diversion project in the BIB phase I have been finished, with the construction of Binhai 110KV Haibao Transformer Substation launched. The sewage pipeline project and the sewage pump station project in the BIB have been constructed. Besides, the dredging of 9 rivers and Changpu River in the BIB has been completed, with the supporting facilities remarkably improved.
III. The industrial clustering has been speeded up. Pains have been taken to conduct the planning and the investment solicitation of the BIB, survey and cull projects and cluster hi-tech, export-oriented, efficiency-oriented, eco-friendly enterprises into the BIB. 86 industrial projects, among which 4 are hi-tech enterprises at the provincial level or above and 6 are big foreign-funded projects with their respective total investment up to over US$10 million, have settled into the BIB. Besides, efforts have been made to boost the project construction in the BIB, specify episodic work goals and construction requirements, work out the incentive policies of project construction, intensify good services and stress key points to break constraints. So far, 10 companies have been established on the whole and put into production. 21 enterprises are constructing their main body projects. 24 enterprises have completed the piling or are piling. Before the Spring Festival, 20 enterprises will be established and put into production.
IV. The harmonious construction has been boosted. Efforts have been made to establish the weekly work meeting system, the leader contact system, the enterprise contact card system, the project liaison system, in a bid to promptly negotiate, coordinate and direct all tasks. Three green channels of project examination and approval, infrastructure examination and approval and enterprise-oriented financing have been opened to provide all-round excellent services for enterprises. Besides, the service carriers have been designed and innovated. The Binhai Construction Movement themed “100-day Battle” has been launched, which was highly acknowledged by the municipal authorities and been publicized in Taizhou. In addition, endeavors have been made to protect the masses’ legal rights and interests by properly handling the land acquisition and the compensation for relocation. A concerted atmosphere has been formed for the development of the BIB by cementing the negotiation and coordination with relevant authorities at all levels and breaking all the predicaments and constraints.
