According to a decision by the Taizhou Municipal Party Committee and the Municipal Government in 2005 for the full use of the intertidal zone in the coastland of Taizhou and the urban development sprawl, the Taizhou Economic Development Zone and the Taizhou Water Authority were authorized to undertake the construction of the Sanshan Beitu Reclamation Project with the development zone responsible for the project financing. Sanshan Beitu Reclamation Area, adjoining to the would-be Sanshantu Reclamation Area in the south and the would-be Shiyitang Reclamation Area in the north, covers a tideland area of 20,800 mu. With the total investment of RMB275 million and the investment of 233.5 million for construction and installation, the project consists of the 3232-meter-long seawall, the 4559-meter-long south levee and the 5077-meter-long north levee as well as the sluice with 5 meters wide and 7 meters long. Besides, a quarry is located at Huanglang Haiyan Village. In the Sanshan Beitu Reclamation Area, a Grade-III project and a key project in Zhejiang Province, the seawall is designed to protect against the tide arising for every fifty years (also against overtopping waves). This four-year-old project, the first to adopt the agent construction system in the hydraulic engineering of Zhejiang Province, is expected to be completed in 2011. Since its kickoff on March 15, 2007, the project construction has been well under way thanks to the concerted efforts of various sides. By January 20, 2008, the foundation treatment for the 5077-meter-long north levee in the project had been completed. At present, the north levee is due to open all around.
