In order to implement “Some Opinions on Supporting the Start-ups and Innovation of High-level Talents” of the CPC Taizhou Municipal Committee and Government (Taizhou Municipal CPC Committee [2011] No. 48) and step up the introduction of high-level overseas talents, it is decided that the construction of the overseas work stations for attracting talents (hereinafter referred to as the “stations”) should be carried out in overseas developed countries, the following implementation measures are hereby formulated:
1. Nature of the Stations
Relying on foreign organizations and institutions, the establishment of the stations is subject to the recommendation of the county, county-level city and district overseas Chinese affairs offices and the approval of the Taizhou Municipal Overseas Chinese Affairs Office and the Talent Office of the CPC Taizhou Municipal Committee.
2. Responsibilities of the Stations
In accordance with Taizhou City’s economic and social development, policies for talent introduction, information on demands for talents, industrial development and demands in projects, etc., the stations carry out the pertinent work in selection and introduction of overseas talents. First, the stations shall regularly release information to overseas talents, including the information on the economic and social development, arrangements for key industries, industrial policies and condition for talent development of Taizhou City, and the policies and measures for attracting high-level overseas talents, making effective efforts in policy consultation and service. Second, in response to the demands in developing key industrial clusters in Taizhou City, the stations shall vigorously make efforts to seek high-level talents and teams with technologies, projects and funds to set up their businesses in Taizhou, introducing a batch of leading talents in urgent need for Taizhou’s social and economic development. Third, the stations shall seek and introduce all kinds of scientific research institutions, start-up teams and scientific and technical corporations. Fourth, the stations shall assist Taizhou City in organizing overseas job fairs to introduce all kinds of talents in need, and liaise with and organize high-level overseas talents to attend the major events in Taizhou.
3. Guarantee of Operating Funds for the Stations
The approved stations will be granted a basic operating fund of RMB10,000 since the date of the establishment, a basic operating fund of RMB20,000 annually after passing the assessments and an incentive operating fund on succeeding in introducing high-level overseas talents of corresponding levels. An incentive operating fund of RMB100,000 will be granted for successfully introducing a high-level overseas talent selected in the national “Thousand Talents Program” or “Thousand Young Talents Program”; an incentive operating fund of RMB50,000 will be granted for successfully introducing a high-level overseas talent selected in the national “Short-term Project of Thousand Talents Program”, the provincial “Thousand Talents Program”, the provincial “Seagull Program” or the municipal “High-level Talents of Category A”; a maximum incentive operating fund of RMB200,000 will be granted for successfully introducing a high-level overseas talent of especial excellence, which will be negotiated for every single case. The incentive operating funds will be granted in accordance with the principle of “the most favorable, the highest and not repeated” and only the differential section will be granted when the talent is promoted to a higher level after the lower-level incentive operating funds were granted.
4. Guarantee of Systems for the Stations
The system for annual results assessments for the stations shall be set up, and the Municipal Overseas Chinese Affairs Office shall set the standards for the assessments for the work performance of the stations and make the assessments annually. The basic operating funds for the next year will be granted to the stations that have passed the assessments; the basic operating funds for the next year will be cancelled for the stations that have failed to pass the assessments; the qualification for the station will be cancelled for the stations that have failed to pass the assessments for two consecutive years. The register system for the stations introducing high-level overseas talents shall be established, where the stations shall register with the Municipal Overseas Chinese Affairs Office prior to and within one month after the successful introduction with the date of the successful introduction set on that when the talent signs the agreement for the service term with the employing unit, and the registration records will be taken as one of the major grounds for granting the incentive operating funds.
5. Other Matters
The standard basic operating fund stipulated in this document is applicable to the entire city and shall be provided by the municipal special talent funds. The standard incentive operating funds stipulated in this document are only applicable to Jiaojiang District, Huangyan District, Luqiao District and Taizhou Economic Development Zone and shall be provided by the municipal and district special funds for talent development in proportions according to the existing financial management systems of the municipal and district levels; other counties and county-level cities may research and set corresponding funding standards by referring to the measures in this document in accordance with the local realities.
These measures shall come into force as of the date of promulgation, and the Municipal Overseas Chinese Affairs Office and the Talent Office of the CPC Municipal Committee shall be responsible for the interpretation.
