In order to further implement the requirements made in the national and provincial conventions on talents and strengthen the efforts in introducing high-level overseas talents in the province, in accordance with the “Opinions on Speeding up the Construction of Innovation and Startup Bases for High-level Overseas Talents” (Notice of the Organization Department of the CPC Central Committee [2010] No. 1) from the Organization Department of the CPC Central Committee and the “Opinions on Energetically Implementing the Plan for Introducing Excellent Overseas Talents for Startup and Innovation” (General Office of the CPC Zhejiang Province Committee [2009] No. 73) from Zhejiang Province, the scheme for implementing the establishment of “Zhejiang Province Startup and Innovation Bases for High-level Overseas Talents” (hereinafter referred to as the “bases for talents”) is put forward as follows:
I. Objectives and Principles
(1). Objectives: The first batch of about 20 province-level bases for talents will be established from now until the end of 2011. Among them, 10 bases for innovative talents will be established in all kinds of institutions of higher learning, scientific research institutes and key enterprises, and 10 bases for startup talents will be established in all kinds of industrial parks and zones such as high-tech development zones, economic and technological development zones, provincial overseas students pioneer parks.
The units selected as national innovation and startup bases for high-level overseas talents will be granted as provincial-level bases for talents directly.
(2). Principles:
First, combining introduction to talents and employment of them. The advantages and roles of the bases will be brought into full play to further strengthen the efforts in introducing high-level overseas talents. We shall adhere to the employment-oriented approach to utilize the introduced high-level overseas talents with no restrictions. We shall focus on the construction of the talent teams to give play to the role of the introduced talents in leading and to foster excellent young talents.
Second, constructing bases for talents in categories. A batch of bases innovative talents will be established by relying on the colleges and universities, research institutes and enterprises in a bid to introduce high-level overseas talents and teams, energetically explore the innovation mechanisms in scientific research and technological development, enhance the ability in independent innovation and complete a batch of high-level scientific research achievements. A batch of bases for startup talents will be established by relying on all kinds of industrial parks and zones such as high-tech development zones, economic and technological development zones, provincial overseas students pioneer parks in a bid to introduce the high-level overseas talents and teams who are able to take the lead to start up a batch of high and new tech enterprises, and boost the development of the strategic emerging industries.
Third, carrying out innovation policies. We shall vigorously push forward the innovations of systems, mechanisms and policies in personnel management, use of funds, investment and financing, taxation, equity incentives, achievements transformation and other aspects by drawing on international practices and experience to build the bases into special zones for talents. The services for the high-level overseas talents will be optimized to create excellent environment and conditions for the talents to play their roles.
Fourth, making concerted efforts in the construction of bases. The construction will be implemented by the provincial work panel for introducing high-level overseas talents under the leadership of the leading panel for the talents work of the CPC Provincial Committee. The units to establish the bases for talents and their authorities shall make adequate plans for the establishment, set up the platform for the introduction, publish policies and measures and increase investments in talents. The provincial departments concerned shall fulfill their responsibilities to energetically support the work in the establishment of the bases for talents.
II. Conditions
(1). The institutions of higher learning, scientific research institutes and enterprises to establish provincial bases for talents should meet the following basic conditions:
1. They should have dedicated R&D institutions and teams with the top-ranking R&D strength in their industries in China;
2. They should issue special policies for talents introduction and innovate the system and mechanism for talents management, especially establishing the work mechanism and management system for scientific research and technological development in line with international practices in a bid to promote the integration of production, education and research;
3. The scopes of the scientific research and industries they set for the bases for talents should comply with the overall provincial strategic objectives with conditions to make achievements of international competitiveness with independent intellectual property rights in a relatively short period of time;
4. The units to establish the bases for talents should attach great importance to the introduction of the talents, pay attention to the investments in talents and are able to provide relatively good working conditions for the introduced overseas talents in efforts to build a well-structured and first-class scientific research team in China. The institutions of higher learning and the scientific research institutes should have more than 5 high-level overseas talents listed in the national or provincial “Thousand Talents Program” in the course of the establishment and the enterprises should have more than 3 high-level overseas talents listed in the national or provincial “Thousand Talents Program” in the course of the establishment.
(2). The high-tech development zones, economic and technological development zones, provincial overseas students pioneer parks and other industrial parks and zones to establish provincial bases for talents should meet the following basic conditions:
1. The industries developed in the parks and zones should be in line with the overall industrial arrangements in the province and play important roles in the local economic development with relatively well-developed overall strength;
2. The parks and zones should be equipped with adequate service functions to provide full services for the high-level overseas talents to start up their businesses and make innovations, and have more than 6 high-level overseas talents listed in the national or provincial “Thousand Talents Program” in the course of the establishment;
3. The parks and zones should vigorously push forward the integration of production, education and research, improve the capability in independent innovations and have conditions to form the industrial clusters with certain international competitiveness in a short time;
4. The local CPC Committee and Government should attach great importance to the introduction of the talents, issue special policies for talents introduction and relevant support policies or measures, and innovate the systems and mechanisms for talents management.
III. Procedures of Establishment
1. Application for establishment. The application made by the units to establish the bases for talents and recommended by the leading panel for talents work of the local Municipal CPC Committee (the units subordinate to the state Ministries may submit the application directly and the units directly subordinate to the provincial departments shall submit the application through the recommendation of their authorities) shall be submitted to the Office of the leading panel for talents work of the Provincial CPC Committee. The contents of the application should include the name of planned base for talents, unit to be relied on, existing conditions, objectives and tasks, major policies and measures and the recommendation opinions of the leading panel for the talents work of the local municipal CPC committee or their authorities, etc.
2. Preparation for the establishment. According to the contents of the applications for the establishment, the applicants should formulate policies and measures to energetically introduce high-level overseas talents and strengthen the services for the introduced talents in efforts to build favorable environment for the high-level overseas talents to start up their businesses and make innovations. The member units of the provincial leading panel for the work in introducing overseas talents shall enhance the guidance for the units to establish the bases for talents. The local CPC Committee and Government and the authorities of the units to establish the bases for talents shall make clear the relevant support policies.
3. Examination and assessment. At the end of 2011, the provincial leading panel for the work in introducing overseas talents shall review the written reports of the applicants and conduct the on-site inspections to discuss and study out the list of the provincial bases for talents to be named.
4. Naming and plaque granting. After reviewing and approving the suggested list, the provincial leading panel for the work in introducing overseas talents will officially grant the plaques to the bases for talents.
5. Follow-up support and management. The Organization Department of Provincial CPC Committee will join hands with provincial departments concerned to research and formulate the follow-up management measures and support policies for the provincial bases for talents, providing them with certain supports and favorable conditions in industrial development, projects application and talents introduction, etc. The named bases for talents will be managed dynamically and the plaques of the bases for talents with no substantial achievements in a certain period of time after being named will be revoked.
