New Changes in Fatigue Driving Determination from June

Attention drivers in Taizhou: There are new changes in the determination of fatigue driving.

Starting from June 1, the new regulation 'Rules for Determining Fatigue Driving of Motor Vehicle Drivers' issued by the Ministry of Public Security will be implemented nationwide. The new regulation changes the previous single determination mode of "only considering driving duration" to a three-dimensional judgment based on "driving behavior + physiological state + life patterns" to determine whether a driver is fatigued.

In terms of driving behavior: Continuously driving a motor vehicle for more than 4 hours without stopping for rest or with a rest period of less than 20 minutes; passenger vehicle drivers driving continuously between 22:00 and 6:00 the next day for more than 2 hours without rest or with a rest period of less than 20 minutes; passenger vehicle drivers accumulating more than 8 hours of driving time within 24 hours.

In terms of physiological state: Within 10 minutes before a traffic accident occurs, the driver's eyes are completely closed for 2 seconds or more, or the EEG characteristic value indicating fatigue level is less than 30. After a traffic accident occurs, traffic police inquiries/interrogations of the motor vehicle driver confirm that they were in a state of difficulty concentrating, mental confusion, drowsiness, etc., while still driving the vehicle.

In terms of life patterns: Traffic police investigate the driver's sleep status before starting the journey, as well as work, diet, medication, and life circumstances, confirming one or more of the listed investigation results, such as life patterns in the 24 hours before the accident and the driver's sleep situation, including failure to rest normally due to social activities, entertainment, or electronic device use, or less than 7 hours of rest the night before the incident; life circumstances of the driver in the 24 hours before the accident, including drowsiness/dozing due to physical activities such as hiking, mountain climbing, etc.
