I. Overview
Under the correct leadership of the municipal Party committee and municipal government, the city focused tightly on the overall situation of economic and social development, actively promoted the construction of ecological civilization, and paid close attention to the work on ecological and environmental protection in 2014. All objectives for the year have been completed. The quality of environment in the whole city remained basically stable and improvement has been achieved in some regions.
II. Water Environment
The Quality of Surface Water Environment
In 2014, the surface water for the whole city has medium level pollution with ammonia nitrogen, total phosphorus and petroleum as the key pollution indicators. In 110 monitoring sections for five major river systems, lakes, and reservoirs, 63.7% of them meet the criteria for Class I-III and 36.3% of them are below the criteria for Class III in which 20.9% are below the criteria for Class V. 68 sections meet the requirement for water environment function, accounting for 61.8% of the total. Compared with the situation in 2013, there is no obvious change in the overall quality of the water: the proportion of the sections meeting the criteria for Class I-III remains the same, the proportion of the sections below the criteria for Class V increases by 0.9 percentage point, and the number of sections meeting the requirements for water environment function reduces by 3 which is 2.7 percentage points.
Jiaojiang River System
The overall quality is good. 88.3% of the sections meet the criteria for Class I-III water and 85.3% of them meet the requirement for water environment function. Compared with the situation in 2013, there is no obvious change in the overall quality of the water. The most polluted part is the Jiangkou section in Yongning River with total phosphorus and ammonia nitrogen as the key pollution indicators. It is followed by the Zhapu section of the main stream of Jiaojiang River with petroleum as the key pollution indicators. Some indicators in part of Lingjiang River also exceed the standard slightly.
Jinqinghe River System
The water is seriously polluted in general with ammonia nitrogen, total phosphorus and petroleum as the key pollution indicators. 79.2% of the sections in the river system are below the criteria for Class V and 95.8% of the sections fail to meet the requirement for water environment function. Compared with the situation in 2013, there is no obvious change in the overall quality of the water.
Yuhuan River System
The water is slightly polluted in general with ammonia nitrogen, total phosphorus and permanganate as the key pollution indicators. 57.1% of the sections meet the criteria for Class IV and 42.9% of the sections meet the criteria for Class V. 14.3% of them meet the requirement for water environment function. Compared with the situation in 2013, the water quality is deteriorated.
Sanmen River System
The overall quality is very good. All sections meet the criteria for Class II and the requirement for water environment function. Compared with the situation in 2013, the water quality remains high in general.
Jiaobei River System
The sections of Huangjiao and Jiaobei Water Plant meet the criteria for Class IV with sight pollution. The sections of Longtoukou and Duqiaohongjia are below the criteria for Class V with serious pollution. None of the four sections meet the requirement for water environment function. Compared with the situation in 2013, the water quality in Longtoukou is obviously deteriorated, the water quality in Duqiaohongjia is slightly deteriorated, and there is no obvious change in the water quality of Huangqiao and Jiaobei Water Plant.
Lakes and Reservoirs
88.9% of reservoirs meet the requirement for water environment function. Foling, Xixi, and Hongchou reseveroirs fail to meet the requirement for water environment function with total phosphorus as the key pollution indicator. The nutrition in reservoirs is moderate. East Lake can meet the criteria for Class III with moderate nutrition. Jianyang Lake is below the criteria for Class V with total phosphorus, ammonia nitrogen, and biochemical oxygen demand as the key pollution indicator and it suffers from moderate eutrophication.
Sources of Drink Water
All sources of drink water at county level and above meet the requirement and all 30 sources of drink water at township level and above meet the requirement for concentrated sources for drink water. The ratio up to the standard is 100%.
III. Marine Environment
General Situation
In 2014, in total 15 monitoring points is set for two phases of monitoring over the water quality in the nearshore of Taizhou. The inorganic nitrogen, reactive phosphate, and petroleum are above the standard in the seawater. The water in environment function area meets the criteria for Class IV. Compared to the situation in 2013, there is no obvious change in the quality of water.
IV. Atmospheric Environment
General Situation
In 2014, the range for days that the air quality meets the standard in 7 cities is 84.9% to 95.2%. The average value is 88.8%. Yuhuan has the largest number of days meeting the standard while the city area of Taizhou has the smallest number of days meeting the standard. The average comprehensive index for air quality is 4.47. None of the 7 cities meets the criteria for Class II air quality of the country.
PM2.5
None of the 7 cities meets the criteria for Class II in terms of the PM 2.5. The range for average daily concentration rate meeting the standard is 88.5% to 95.3%. The average value is 91.1%. Yuhuan has the highest value while the city area of Taizhou has the smallest value. The range for average yearly PM2.5 concentration rate in these cities is 37 to 46 ug/m3. The average value is 43 ug/m3.
PM10
Among the 7 cities, the city area of Taizhou, Linhai, Yuhuan, and Sanmen meet the criteria for Class II in terms of PM 10.The range for average daily concentration rate meeting the standard is 91.7% to 98.4%. The average value is 96.2%. Linhai has the highest value while Xianju has the lowest value. The range for average yearly PM10 concentration rate in these cities is 62 to 90 ug/m3. The average value is 71 ug/m3.
NO2
All of the 7 cities meet the criteria for Class I in terms of the NO2. The range for average daily concentration rate meeting the standard is 98.4% to 100%. The average value is 99.6%. Yuhuan and Sanmen have the highest value while Wenlin has the smallest value. The range for average yearly NO2 concentration rate in these cities is 17 to 28 ug/m3. The average value is 25 ug/m3.
SO2
All of the 7 cities meet the criteria for Class I in terms of the SO2. The average daily concentration rate meeting the standard for the whole city is 100%. The range for average yearly SO2 concentration rate in these cities is 10 to 16 ug/m3. The average value is 12 ug/m3.
CO
All of the 7 cities meet the criteria for Class I in terms of the CO. The average daily concentration rate meeting the standard for the whole city is 100%. The range for average yearly CO concentration rate in these cities is 0.7 to 1.2mg/m3. The average value is 1.0mg/m3.
O3
All of the 7 cities meet the criteria for Class II in terms of the average O3 concentration rate in the highest 8 hours. The range for average daily O3 concentration rate in the highest 8 hours meeting the standard is 94.8% to 100%. The average value is 98.3%. The range for average yearly O3 concentration rate in the highest 8 hours in these cities is 76 to 101 ug/m3. The average value is 88 ug/m3.
Acid Rain
In recent years, the acid rain in the city has remained comparatively serious. In 2014, the city belongs to middle acid rain area in general. The average annual PH value in rain water is 4.64, decreased by 0.01 as compared to 2013. The average acid rain rate is 95.1%, increased by 2 percentage points as compared to 2013. The range for average yearly PH value is 4.38 to 5.09 and that for acid rain rate is 81% to 100%.
V. Acoustic Environment
General Situation
In 2014, the quality of acoustic environment in urban area of the whole city remains stable.
Regional Environmental Noise
The average area weighted regional environmental noise for the whole city is 54.9 dB. The level for acoustic environment quality is comparatively good (Class II). The sound level of 95.6% area of the city is in the range from 45.1 to 65 dB. The LEQ for 7 cities is 49.3 to 57.2 dB. Apart from the city area of Taizhou, the weighted regional environmental noises of the other 6 cities are all equal to or lower than 55 dB. Life noise and traffic noise are the major sources of noise in acoustic environment in the city.
Road Traffic Noise
The road length weighted LEQ for the traffic in the city is 64.9 dB. The level for acoustic environment quality is good (Class I). The road length over standard rate for the whole city is 4.9%. The LEQ for 7 cities is 55 to 73.2 dB. Sanmen has the highest value. Compared with the previous year, the average value of traffic environment noise increased by 1.6 dB, and the road length over standard rate increased by 0.9 percentage point.
Noise in Functional Area
Over standard phenomenon of different level exists in different functional area. The average over standard rate for fixed points in functional areas of the whole city is 18.8%, up 0.8 percentage point over the previous year. The over standard phenomenon is more serious at night than in daytime. For different functional areas, the situation at night for those using Class 4 standard is comparatively worse, with the over standard rate at 62.5%. The sequence of over standard rate in different functional areas in descending order is as follows: Class IV (32.1%)>Class II (18.7%)>Class III (15.6%)>Class II (9.4%).
VI. Solid Waste
General Situation
Industrial Solid Waste
In 2014, the city produced 2.7249 million tons of industrial solid waste and comprehensively utilized 2.5783 million tons including 0.15 tons of storage in the previous years. The rate of comprehensive utilization is 94.62%. 132,500 tons of industrial solid waste was disposed including 8,500 tons of the storage of previous years. 24,200 tons of industrial solid waste was stored with no emission.
Hazardous Waste
In 2014, the city produced 90,653.03 tons of hazardous industrial waste and comprehensively utilized 11,609.89 tons including 1,114.84 tons of storage in the previous years. Innocuous treatment was completed for 69,052.05 tons including 4,820.73 tons of storage in previous years. The innocuous treatment and utilization rate is 88.98%. 15,926.66 tons of hazardous industrial waste was stored with no emission. A total of 5,919.40 tons of medical waste was produced. All of them were disposed safely with no emission.
Imported Waste
In 2014, the city imported 2,072,200 tons of solid waste, including 1,951,500 tons of waste ironware, 65,600 tons of waste steel, 33,600 tons of waste bronze, and a small amount of waste plastics, textile material, and aluminum.
Measures and Actions
Firstly, we have pushed forward the process supervision over hazardous waste and sludge. We have promoted the construction of key projects on disposal of hazardous wast. The second phase of waste burning project with the capacity of 50 tons/day of Delixi Changjiang Environmental Protection Co., Ltd. was examined on site and accepted and the construction of high temperature boiling project with the capacity of 10 tons/day of Xiangjin Medical Waste Disposal Co., Ltd. was completed. Rectifying and improving task on the disposal of hazardous solid waste for 32 key enterprises in the field of chemical industry, leather production, and electroplating, and so on, were completed to effectively solve the illegal use of residue of antibiotic, the non-standard handling of bath solution and slag of electroplating, and other prominent problems. The construction of the pipe transportation of sludge project of Taizhou Water Processing Development Co., Ltd. and the sludge dewatering and drying project of Taizhou Huangyan Beikong Water Purifying Co., Ltd. was implemented. 80% of the annual objectives for innocuous treatment of sludge were completed. The application for Taizhou Hazardous waste and Sludge Processing Intelligent Supervision System Project was completed.
Secondly, we have enhanced the enclosed management of imported solid waste. We have boosted the construction of Taizhou Metal Recycling Industry Base. In the base, 39 enterprises have begun the construction, 23 enterprises have completed the construction of the major factory building, 7 enterprises have passed the examination and acceptance, and 9 enterprises have acquired the qualification for pilot production after passing the assessment on enclosed management by the Department of Environmental Protection in late October of 2014. We have strengthened the whole-process supervision over the processing and utilization of imported solid waste, enlarged the coverage of the routine check on enterprise dealing with imported solid waste, and organized business training for management personnel of solid waste and enterprise dealing with imported solid waste to further improve the standard management level of related enterprises.
Thirdly, we have enhanced the groundwork for dealing of solid waste. We have intensified the prevention of POPs pollution. The annual environment statistics reports of 69 POPs emission sources have been submitted, the installation of display screen in 7 waste burning enterprises has been completed, and the dioxins detection of 7 waste burning enterprises have been completed. We have pushed forward the clean soil movement and completed the examination and recording of 5 suspicious sites covering a total area of 143,346.43m2.
VII. Radiation Environment
General Situation
In 2014, there was no environmental accident involving radiative sources. The atmosphere, water, and soil were not affected by artificial radiative contamination and the radiation environment is generally safe. There are in total 31 organizations which have radiative sources and 213 organizations using radiation-emitting devices. There are in total 8,947 mobile communication base stations, three 500KV power transmission and transformation stations, 25 200KV power transmission and transformation stations, 100 110KV power transmission and transformation stations, and 6 organizations of industry, science, and medicine using electromagnetic radiation.
Measures and Actions
Firstly, we have strengthened the administrative license system of radiation. Through further regulating the administrative licensing, we have effectively improved the safety awareness of radiation related units and constantly perfected safety management system and preventive measures. All organizations using radiative sources and radiation-emitting devices have the related license. All organizations using ionizing radiation have passed the related examination.
Secondly, we have enhanced the management on radiation safety protection. Through standardizing different radiation supervision links including approval, certification, transfer, and examination, we have enhanced the regular monitoring and evaluation of key radiation related organizations, carried out radiation safety law enforcement inspection, and emphasized the follow-up rectification of problems to ensure the safety of radiation environment. We have strengthened the hardware construction of radiation related organizations and installed video surveillance system and on-line inspection system in all organizations with radiative sources. We have organized radiation emergency plan assessment and drilling to actually improve the radiation emergency response capacity.
Thirdly, we have reinforced the management of electromagnetic radiation environment. We have promoted the "activity to create green and harmonious electromagnetic environment" to actually improve the environmental assessment approval for mobile communication base station projects and power transmission and transformation station projects, actively build "green power grid" and "green base station", carry out special law enforcement inspection on electromagnetic radiation environment, intensify the handling of letters and visits related to electromagnetic radiation environment, and ensure the orderly regulation of electromagnetic radiation project.
VIII. Natural Ecological Environment
General Situation
Farmland/land: By the end of 2014, the actual area of farmland is 2,981,800 Mu, the actual area of basic protected farmland is 2,531,800 Mu, and the actual registered standard farmland is 1,384,900 Mu. We have vigorously implemented the "812" land improvement project and completed the exploration, adjustment, consolidation, and reclamation of 17,089 Mu to realize the land requisition-compensation balance for 19 consecutive years.
According to the information of the fifth telemetry of the province, 725 square kilometers of the land in the province suffered from slight soil erosion, accounting for 7.61% of the total land area. In 2014, the soil erosion of 65.62 square kilometers was controlled and in total 664.32 square kilometers of the soil erosion was harnessed.
Water Resources
In 2014, the total water resources in the city are 11,231.01 million cubic meters, up 23.6% than annual average. The per capita water resources are 1867 cubic meters, the water production coefficient is 0.63, and the water production modulus is 1.182 million cubic meters/square kilometers.
The year-end water volume of 13 large and medium scale reservoirs is 570.65 million cubic meters. The total water supply capacity is 2,003.08 million cubic meters and the total water consumption is 2,003.08 million cubic meters. The water consumption for irrigation of farmland is 359 cubic meters for every Mu. The effective utilization rate of water is 17.8% The total water loss is 0.96 billion cubic meters with the average loss rate of 51.9%. The water consumption for daily life is 0.13 billion cubic meters. The average comprehensive water consumption (including environment water distribution) is 333.0 cubic meters /person for a year.
Forest Resources
The forest area of the whole city is 8.1 million Mu with the forest coverage rate at 60.3%. The green coverage rate is 61.5%. The forest stock volume is 20.08 million cubic meters.
Biological Diversity
The city is of complex forest ecosystem rich in biological resources. The forest vegetation is divided into 13 types, 83 series, and 108 groups. There are 91 families, 320 genera, and 881 species of woody plants, in which 15 species are rare endangered plants under protection, 19 orders, 199 families, and 1,558 species of forest insects, 30 species of animals, 380 species of birds, 21 species of reptiles, and 6 species of amphibian listed in national and provincial protection wild land animals, in which 7 species are under level I national protection, 73 species are under level II national protection, and over 70 are under provincial protection.
Nature Reserves/Forest Parks
There is one provincial nature reserve covering 2701 hectares, 35 small nature reserves covering 7,477 hectares, 12 provincial level and above forest parks covering 18,705 hectares, 4 national level wetland parks, and one provincial level wetland park.
Measures and Actions
Firstly, we have perfected the action plan for economical and intensive land use. We have deepened the construction of joint responsibility mechanism for farmland protection, fully implemented the "365" action plan for economical and intensive land use, optimized the land resources allocation, established and improved the planning review and preliminary examination system and construction occupied farmland compensation system, strictly approved land use according to legal procedure and approval authority, and strictly carried out the examination of the transfer of farmland for other use according to the overall plan for land utilization to actually realize the objective for the requisition-compensation balance of farmland and forest for public welfare and the balance of the total farmland area. Focusing on the reform of old residential area, old factory area, and villages within the city, and the demolition of illegal building, we have strictly investigated and prosecuted all cases of land use that contravene laws and regulations for the realization of the objective of "control new and reduce old to effect a permanent cure".
Secondly, we have strengthened the protection of natural ecological environment. We have further implemented the "forest Taizhou" operation to actually enhance the cultivation of forest resources through large scale afforestation activities. In 2014, the city has completed 2,492 hectares of artificial afforestation, 1,161 hectares of reforestation, 1,070 hectares of key shelterbelt construction, and 28,285 hectares of forest tending. We have strengthened the construction of forest for ecological public welfare. The area of public welfare forest at provincial level and above is 247,600 hectares, accounting for 45.86% of the total forest area in the city. We have actively promoted the construction of wetland conservation projects. Taizhou Jianyanghu National City Wetland Park, Linhai Sanjiang National City Wetland Park, Yuhuan Xuanmenwan National City Wetland Park, Tiantai Shifengxi National Wetland Park, Wenling Longmenhu Provincial Wetland Park were included into the first batch of provincial list for important wetlands. The nine districts, county-level cities, and counties all published their list for in total 22 wetlands under protection. The construction and management of Xianju Kuocangshan Provincial level nature reserve is carried orderly. We have deepened the work on marine environment protection, strengthened the prevention of land sourced pollution, enhanced the coastal and ocean engineering environment management, and actively promoted the construction of Dachen island marine ecology protection area.
Thirdly, we have reinforced the protection of forest resources. We have established the target responsibility system for protection and development of forest resources at county level, strictly implemented the deforest quota and forest land occupation quota systems, and organized "Thunder I", "Thunder III", "Sword Action", and other special actions to crack down crimes to destruct the forest resources and wildlife resources. We have strengthened the fire prevention in forests. Through the implementation of such measures as "double forbidden" and "forbid, prevent, guide, and punish", we successfully controlled the happening of forest fire.
IX. Reduction of Major Pollutant Emission and Trade of Discharging Right
General Situation
In 2014, the emission of major pollutants such as biochemical oxygen demand, ammonia nitrogen, sulphur dioxide, and nitrogen oxide was reduced by 10.08%, 10.69%, 18.16% and 17.05% respectively as compared to that in the second half of 2013. Trade of discharging right for in total 108 construction projects have been completed with incoming capital of RMB19,037,924.
Measures and Actions
Firstly, we have paid special attention to the reduction of emission of projects. Following the general ideal of "project management and promotion" for reduction of pollutant emission, we have identified 284 projects for reduction of emission, including 193 projects for reduction of emission for water pollutants and 91 projects for reduction of emission for air pollutants. 440.89 kilometers of sewer pipe network has been added to the city which could deal with 25.3 million tons of water. The COD and ammonia nitrogen reduction by sewage treatment were increased by 6,300 tons and 1,120 tons respectively, accounting for 144% and 234% of the planned reduction. Meanwhile, we have completed the first phase of the renovation of Jiaojiang Sewage Treatment to a higher standard and started the second phase of the renovation which has been half completed. We have removed the bypass of unit 8# and 10# in Taizhou Power Plant which fully passed 168 hours denitrification operation. Unit 7# and 9# also began to denitrification with the efficiency stabilized at 75% and completed denitrification of over 3,300 tons. The four denitrification units in Huaneng Yuhuan Power Plant were in stable operation with denitrification operation rate at over 95%. The desulfurization restructuring of 1-3# boiler units in Jiaojiang Thermoelectric has been completed and the desulfurization efficiency has been increased by over 10 percentage points.
Seconded, we have enhanced the reduction of emission through structural adjustment. We have eliminated the backward production capacity through structural adjustment and promoted enterprises to optimize the products structure and improve the level of technology, equipment, management, and environmental pollution control. In 2014, we have organized "Zero O'clock Action" targeting at paper production and dyeing industry. All paper production and dyeing companies that fail to pass the assessment were closed according to the law. In total 11 small paper production enterprises were closed, cutting production 85,000 tons and biochemical oxygen demand 83 tons. 10 small dyeing enterprises were closed, cutting production 1,258 tons and biochemical oxygen demand 21.5 tons. 107 other enterprises were closed, cutting biochemical oxygen demand 382 tons and ammonia nitrogen 30.3 tons.
Thirdly, we have emphasized on the emission reduction with management. In accordance with related requirements in Technical Details of the Verification of COD Emission Reduction for Urban Wastewater Treatment Plants in Zhejiang (Trial) and Technical Details of the Verification of Sulfur Dioxide Emission Reduction in Coal-burning Power Plants in Zhejiang (Trial), we have carried out comprehensive supervision and accounts management of all wastewater treatment plants, thermal power plants, and coal-burning power plants. The overall compliance rate in 2014 is satisfactory. The desulfurization efficiency of Huaneng Yuhuan Power Plant and Taizhou Power Plant are over 90%. The overall desulfurization efficiency of power plants in the city remains stable at over 60%.
X. Environment Management
Environmental Pollution Treatment
We have promoted the treatment of pollution caused by key industries including medicine chemical, paper-making, dyeing, leather production, and so on. In total 272 enterprises were closed, moved to the industrial park, or renovated. In 2014, the progress of treatment of pollution caused by key industries of the city ranked the first in the whole province. We have strictly implemented the plan for transformation and upgrade of medicine chemical industry in Jiaojiang and the countdown action plan for biding farewell to chemical smell in Jiaojiang and Huangyan and vigorously advanced the "close, transform, and improve" of medicine chemical industry. 26 medicine chemical enterprises and 142 smelly projects in Jiaojiang Waisha Yantou Chemical Industrial Zone and 13 medicine chemical enterprises and 72 oderous projects in Huangyan Jiangkou Chemical Industrial Zone were shut down. The chemical smell was removed from the major city areas of Taizhou. We have actively promoted the construction of Electroplating Industrial Park and completed the construction of industrial parks in Yuhuan, Wenling, and eastern Linhan. We were determined to combat the illegal small leather, smelting, and plating plants and recycling of waste plastics and off-site dismantling. Over 3,000 illegal sites were dealt with.
Establishing Ecological Series
We have deepened the establishment of ecological series. By the end of 2014, we have established 6 provincial level ecological county (county level cities), 2 provincial level environmental protection model cities, 63 national ecological townships (sub-district offices), 116 provincial level ecological townships (sub-district offices), and 2 national ecological villages.
Creating National Environmental Protection Model Cities
We have vigorously promoted the construction of key projects for creating national environmental protection model cities and sped up the construction of urban backup water sources delivery pipe project. Such projects as the one on advanced purification of urban landfill leachate, the one on the first phase of denitrification and dephosphorization processing in Jiaojiang Sewage Treatment Plant, and the one on in-depth sludge desiccation, denitrification, and dephosphorization processing in Huangyan Sewage Treatment Plant have been completed and put into operation. The project of the recycle of post-treatment sewage in Luqiao Sewage Treatment Plant is under construction. We have boosted the striving for becoming model and reaching standard by key industry and enterprises and issued Assessment Methods of Taizhou Key Industry and Enterprise Related to Pollution in Striving for Becoming Model and Reaching Standard. We have organized monthly on site inspection, published the ranking, and included the result of inspection into the target responsibility system assessment of counties, cities, and districts. In total over 900 enterprises have been inspected and requested for rectification and 2,200 key enterprises have completed the construction of "one factory one record". We have completed the compilation and sorting out of diversity reports and data files for the related work. In April 2014, the work on establishing national environmental protection model city has passed the pre-evaluation organized by Zhejiang Provincial Department of Environmental Protection. In July the same year, it has passed the technical assessment organized by the Ministry of Environmental Protection. In February 2015, it has passed the final assessment of the Ministry of Environmental Protection.
Rural Environment Protection
We have fully enhanced the work on rural environment protection, advanced the "beautiful village" action, vigorously developed cyclic ecological agriculture, pushed forward the work on processing rural life sewage, solid waste, and rural non-point source pollution, and the prevention of livestock raising pollution to actively build ecological hometown with favorable inhabiting environment. We have newly increased one provincial level modern cyclic ecological agriculture model county, 3 model districts, and 330,000 Mu farmland for growing "harmless food, green food, and organic food". We have completed the project on reduction the use of pesticide in 960,100 Mu farmland, and promoted soil testing formula fertilization in 3,066,600 Mu farmland. The utilization rate of clean energy in rural area and the comprehensive utilization rate of crops straw have reached 75.4% and 82.96% respectively. We have further promoted the building of beautiful village and completed the rural sewage treatment in 1,188 villages which has benefited 251,000 households of farmers. The concentrate harmless treatment rate of rural life waste has reached over 98%.
Water Environment Improvement
We have strengthened drinking water protection, completed the construction of 60 kilometers fence around Changtan reservoir with 146 warning signs, finished the demolition and clear up of farms in Xikou reservoir and Lishimen reservoir, and promoted the establishment and review of qualified standard drinking water source protection zone. We have strengthened the construction of environmental protection infrastructure. The renovation of sewage treatment plants in Jiaojiang, Huangyan, and Tiantai according to higher standard has already been launched. Township sewage treatment plants in Qiansuo of Jiaojiang, Shabu of Huangyan, and Jiangnan of Linhai have been built or under construction. 440 kilometers of sewer pipe network has been built which increased the capacity of daily sewage treatment by 51,400 tons. We have fully implemented the "river director system" for 11,386 rivers in the city, promoted the comprehensive regulation according to "one plan for one river" policy, and pushed forward the construction of 477 sewage treatment projects. 940 enterprises along river have standardized their wastewater emission and over 200 enterprises were under the management of third-party. 2,600 garbage polluted rivers of 4,714 kilometers and 168 odorous rivers of 290 kilometers have been cleaned up, which far surpassed the annual target. We have strengthened the pollution treatment in coastal areas by implementing comprehensive pollution control plan for Taizhou Bay, Yueqing Bay, and Sanmen Bay and pushing forward the comprehensive pollution control project for the coastal areas. In 2014, the "treatment of five water related problems" launched by Taizhou has won the first batch of “Da Yu” award in the province.
Environment Management of Construction Project
We have strictly implemented the access system integrating "space access, quantum access, and project access" and the environment related decision making system combining "expert evaluation and public discussion" to enhance the examination and approval of projects and maintain strictly the red line. In 2014, we have completed the environmental influence assessment for the planning of 6 provincial environment economic development zones and 17 special planning items and continued to push forward the environmental influence assessment for the planning of another 6 provincial environment economic development zones. In total 1,495 projects have been approved and 108 projects have been denied. Among them, 40 city level projects have been approved. Through increasing the standard for emission and "replacing the old facilities with new ones", it is estimated to cut COD 64.9 tons, ammonia nitrogen 237.4 tons, sulfur dioxide 185.5 tons, and nitrogen oxide 115.0 tons to realize the increasing of output while reducing pollution. We have actively advanced the reform on examination and approval system to simplify the process, shorten the duration, and decentralize the authority. We have exempted 68 construction projects from going through environmental influence evaluation and approval procedures and promoted the "three in one" system for administrative approval to realize the on-line open handling of approval procedure. We have perfected the system construction and issued Guiding Suggestions for the Environment Access Approval of Pharmaceutical Industry in Taizhou, Specification for the Work on Keeping Record of Testing Projects of Medicine Chemical Enterprise in Taizhou, and Suggestion on Ehancing Environment Access Approval for Water Related Project in Taizhou.
Environmental Law Enforcement and Handling of Letters and Visits
We have further intensified environmental law enforcement, carried out environmental protection special actions including "Thunder Action" for treatment of five water related problems, "Zero O'clock" action for industries of serious pollution and high energy consumption, special inspection on Nanguan River System, special law enforcement on sewage treatment, special supervision of key medicine chemical industrial parks, and so on, strictly implement the 12369 environmental protection hotline system, and perfected the leaders reception day, case responsibility, and case visit system to effectively ensure the regional environment safety. In 2014, we have deployed over 42,000 law enforcement persons, and inspected 11,906 enterprises. 1,834 enterprises were asked for rectification within limited time, stop production, and even close. We have enforced 1,170 administrative penalties and received fines of RMB56.74 million, increased by 21.6% compared with the situation in the past year. We have implemented listed case of supervision for 4 enterprises, transferred 286 cases to the police, arrested 300 people for administrative detention, and taken criminal compulsory measures on 402 people (detained 248, arrested 91, and sentenced 63). The city is taking the lead in environmental law enforcement in the whole province. In 2014, we have handled 6,657 cases of letters and visits, increased by 32% as compared to the previous year. In 2014, we have levied sewage emission fees on 4,212 enterprises for in total RMB115.5 million.
Construction of Environment Legal System
We have adhered to governance according to law to further enhance the construction of environment legal system, carry out law enforcement concept education, standardize law enforcement behaviors, perfect the supervision mechanism, and constantly improve the level of governance according to law. We have clarified the authorities and rights, further streamlined administration, published the list of authorities and responsibilities on time, optimized the procedure for using power, strengthened the post administration and enhanced the supervision on exercising of power. We have enhanced the publicity and learning of laws related to environment and carried out training on new version of Law on Environment Protection to actually improve the level of law enforcement. We have issued the “chapter for treatment of five water related problems” in A Collection of Selected Materials on Laws Related to Environment Protection and Typical Cases, organized competition on legal knowledge of environmental protection, and improved the legal awareness of the whole society.
Environmental Industry and Technology
We have organized the research on key technology of common features for environmental protection and activities to promote advanced practical technology for environmental protection and we have assisted the Provincial Environmental Science Research Center in the investigation into the basic conditions of VOCs. We have participated in the selection of research projects related to environmental protection of the province, in which the Research on the Characteristics of the Pollution in Solid Waste disassemble Industry and the Control Strategy has won second prize for Environmental Protection Technology in Zhejiang Province. We have organized the training on new environmental protection standard including Standard for Emission of Pollutant of Bio-pharmaceutical Industry and the investigation on environment and health.
Capacity-building for Environment Management
In 2014, there were in total 80 environmental protection environments with 562 employees by the end of the year. Among these employees, 63 are of senior professional title, 120 are of mid-level professional title, 1 is post doctor, 5 get Phd, and 62 get master's degree. We have established Solid Waste Management Center for Yuhuan County and Pubagang, Jiantiao, and Zhu’ao Environmental Protection Stations in Sanmen County. The brand of Taizhou Motor Vehicle Emission Pollution Prevention Supervision Management Center was added to Taizhou Environment Monitoring Team which was given one more position of vice section chief. Ten people were added to the staff size under full allocation of the government in the environmental protection system.
Environmental Publicity and Education
We have constantly intensified the environmental publicity and education work. A series of activities have been organized, including the square publicity activity for the 43rd "June 5" world environment day to increase the public participation, the hearing for the first cyber pursuit of environment related case in the province, the celebration of the third Zhejiang Ecological Day themed by "hand to hand for ecological civilization", news collecting for treatment of five water related problems in Yong Tai Wen, and the public welfare activities themed on “searching for beautiful courtyard (balcony) -- striving to be national environmental protection model city, we are on the move" organized jointly by the Municipal Women's Federation and Taizhou Broadcast and TV Station, to promote the environmental publicity and education for creating the good atmosphere of mass participation in environment protection work by the public. We have cooperated with the Taizhou TV to launch the program Legal Issue Related to Water to intensify the exposure of environmental pollution incidents. We have also cooperated with the Taizhou TV to release daily report of air and environment quality in Weather Forecast by Xiaoya. In 2014, over 600 reports on environment protection have been published on a diversity of media at the county level and above. We have steadily pushed forward the greening program and established 3 provincial level ecological civilization education bases, 16 provincial level green schools, and 10 county level ecological civilization education bases.
