Xu Liangping (Executive Deputy Mayor) is responsible for the executive work of the Taizhou Municipal Government and for the work related to development and reform, the Taizhou Bay New Area, legal system, judiciary, taxation, human resources and social security, emergency management, statistics, supervision over state-owned assets, finance, administrative services (public resource transaction), people’s armed forces, anti-smuggling and coastal defense management, organ affairs, pairing assistance, government affairs disclosure, and government system reform.

In charge of the Municipal Government Office (Big Data Administration), Development and Reform Commission, Management Committee of the Taizhou Bay New Area, Justice Bureau (Administrative Reconsideration Bureau), Human Resources and Social Security Bureau, Emergency Management Bureau, State-owned Assets Supervision and Administration Commission, Finance Office, Statistics Bureau, Organ Affairs Bureau, Administrative Service Center, Government Research Office, Liaison Office in Beijing, Liaison Office in Shanghai, Office in Hangzhou, Taizhou Technician College, Big Data Development Center, Emergency Services Center, Railway Office, State-owned Capital Operation Group, Financial Investment Group, Circular Economy Company, Management Committee for the Development and Construction of Dachen Island, and Xinjiang-aiding Headquarters of Taizhou.

Coordinating the work of the Taizhou Military Sub-district, Supervision Commission, People’s Court, People’s Procuratorate, troops stationed in Taizhou and Second Regiment of Reserve Forces, Reform Office of the Municipal Party Committee, Veteran Cadres Bureau under the Municipal Party Committee, democratic parties, Tax Bureau, Taizhou Survey Team of the National Bureau of Statistics, People’s Bank of China Taizhou Central Sub-branch, China Banking and Insurance Regulatory Commission Taizhou Branch, Fire and Rescue Detachment, and various financial institutions.

Xu Liangping, male, Han Nationality, born in Xinchang, Zhejiang Province in June, 1968, started work in Aug., 1991. He is a member of the CPC and a postgraduate of the Party School under the Zhejiang Provincial Committee of the CPC. Currently, he holds the posts of Standing Committee Member of the Taizhou Municipal Committee of the CPC, Executive Deputy Mayor of Taizhou City, and Secretary of the Party Working Committee of the Taizhou Bay New Area.

Xu has successively served as Deputy Secretary of the Xinchang County Committee of the CYL and Deputy Secretary of the CPC Committee and Vice Chairman of the People’s Congress (temporary post) of Xiaojiang Town, Xinchang County; Secretary of the CPC Committee and Chairman of the People’s Congress of Dongming Township, Xinchang County; Standing Committee Member and Director of the Publicity Department of the CPC Xinchang County Committee and Deputy Chief of the Ecology Division under the Environmental Protection Bureau of Zhejiang Province (temporary post); Executive Deputy Head of Xinchang County, Deputy Secretary of the CPC Xinchang County Committee, and Chief Commander of the Qincun Reservoir Construction Headquarters (County-Head level); Acting Mayor of Zhuji City, Deputy Secretary of the Zhuji Municipal Committee of the CPC, and Mayor of Zhuji City; Secretary of the CPC Committee of Yuecheng District, Shaoxing City and concurrently Secretary of the CPC Working Committee of the Shaoxing Hi-tech Industrial Development Zone; Standing Committee Member of the Shaoxing Municipal Committee of the CPC and Secretary of the Zhuji Municipal Committee of the CPC. In Feb., 2021, he was appointed Standing Committee Member of the Taizhou Municipal Committee of the CPC, Executive Deputy Mayor of Taizhou City, and Secretary of the Party Working Committee of the Taizhou Bay New Area.
