Yangtze River Delta, where Taizhou is located, has more than 300 higher education institutes. It is one of the regions with the most concentrated talent resources. Zhejiang province is home to 37 higher education institutes, 3 national key labs open both at home and abroad, 3 key specialized labs and a group of national industry research centers.

Up to 2014, there are 10,384 regular full-time college students, 32,457 enrolled college students and 33,289 enrolled students in adult colleges in Taizhou. The gross higher education enrollment rate reached 53.0%, 2.0 percentage points higher than the previous year.

Talent Attraction and Training

Taizhou has taken the lead in talent attraction and training. In recent years, the city has established policies, such as the Method to Carry Out Remuneration for High-Level Talents in Taizhou (on trial) to attract and train high-level talents to further improve the system. Taizhou has laid out detailed and considerate arrangement for high-level talents in respect of favorable personal income tax, health care, recuperation, training subsidy, living subsidy, house accumulation fund, housing subsidy, immigration and residence administration, customs clearance, social insurance and children’s education.

Schedule of national standard work days and legal holidays implemented in Taizhou

• Normal work time is from Monday to Friday with 40 hours’ work time in total.

• Overtime is not forbidden by law, but employer and employee must reach agreement.

• According to stipulations of The National Annual Leave and Memorial Days Regulation, there are 11 days of legal holiday in China including the Spring Festival (3 days, the end of January or the beginning of February), National Day (3 days, the 1st – 3rd of October), etc.

• 《Regulation on Paid Annual Leave of the Employees stipulates that employees should at least enjoy 5 days of paid leave every year and the number of paid leave days should increase with the increase of working years.

Employment

Enterprises can employ through many channels, e.g. career center in Taizhou, administrative department in industry park and media advertisement.

 Taizhou has many career centers, where job hunters can register and their information will be stored in the data base.

Administrative department in industry parks can also assist investors to hire.

Besides assistance from career center and industry park, foreign-invested enterprises can also employ through other channels such media advertisement.

Foreign-invested enterprises can hire employees from any place. Foreigners need to obtain work permit before they can work in Taizhou.

- Human cost

Taizhou enjoys human cost advantage compared with other major cities in China. In 2014, average annual income of employees on the payroll in Taizhou is RMB 48,372 yuan, which shows that Taizhou’s human cost advantage compared with other major cities in Yangtze River Delta.
