Measures for the Management of Personnel Employed by the Zhejiang University Work Post Station for High-level Overseas Talents in Zhejiang Province (for Trial Implementation)

In accordance with the Opinions on Establishing the Work Post Station for High-level Overseas Talents of Zhejiang University (for Trial Implementation) (Organization Department of Zhejiang Province CPC Committee [2010] No. 38) issued by the Organization Department of Zhejiang Province CPC Committee, Zhejiang Province Department of Human Resources and Social Security and Zhejiang University, and in order to regulate the management of the personnel employed by the Work Post Station for High-level Overseas Talents in Zhejiang Province (hereinafter referred to as the “Talents Post Station”), the present measures are hereby formulated.

 

I. Conditions for Admission

 

Generally, the overseas high-level talents applying for the admission to the station should be those who have acquired a doctor’s degree or have reached the level of senior engineers, have worked, studied or started up businesses overseas in recent three years, are not over 50 years old, have proprietary intellectual property rights or have core technologies in command, and are ready to start up businesses or engage in innovative work in enterprises or public institutions in Zhejiang Province. The restriction on age can be relaxed for talents of special excellence.

 

II. Procedure of Admission

 

The candidates shall generally be recommended by the institutions subordinate to the local governments, enterprises, public institutions or Zhejiang University as well as individuals or themselves.

 

(1) The Applicants shall submit the materials to the Industrial Technology Research Institute of Zhejiang University, including the Application Form of Personnel Employed by the Work Post Station for High-level Overseas Talents of Zhejiang University and related evidentiary materials, letters of recommendation provided by two overseas professors or overseas senior business personnel, and the confirmation letter of the employing enterprise or the local government of the startup. The Industrial Technology Research Institute shall submit the materials to the Personnel Department of Zhejiang University after preliminary examinations and summarization.

 

(2) The materials examined and verified by the Personnel Department shall be submitted to the Office of the Management Committee of the Talents Post Station for approval.

 

(3) The candidates to be admitted shall sign the Agreement of Personnel Employed by the Work Post Station for High-level Overseas Talents of Zhejiang University with Zhejiang University (entrusting the responsibilities to the Industrial Technology Research Institute), and handle the formalities for the admission.

 

III. Routine Management

 

The personnel may choose from the different at-station patterns of starting up their own businesses, engaging in innovative work in enterprises or public institutions or engaging in start-up or innovative activities in research institutes affiliated to Zhejiang University, and the Industrial Technology Research Institute shall be responsible for the routine management.

 

The employed personnel with the personnel relationships affiliated to Zhejiang University shall be managed in the pattern of the personnel agency for staffing of government affiliated institutions of the school, and the Industrial Technology Research Institute shall be responsible for their personnel relationships in the school. The Industrial Technology Research Institute shall be responsible for the assessment of the employed personnel and report the results to the Office of the Management Committee of the Talents Post Station. Those failing to pass the assessment shall be dismissed from the Talents Post Station and the employment agreement shall be dissolved.

 

Zhejiang University shall open the special account for the personnel employed by the Talents Post Station used for raising and paying the employment and management funds needed for the employed personnel. For the personnel with wages payment entrusted to Zhejiang University by referring to the standards of the full-time research fellows and who have participated in all social insurances, the funds needed may also be disbursed from the labor costs of the cooperation funds for production, education and research of Zhejiang University with the actual cases handled in accordance with the arrangements of the agreement.

 

IV. Relative Treatments

 

1. For the employed personnel with the personnel relationships affiliated to Zhejiang University, the enterprises that they work for may entrust the wages payment by referring to the standards of the full-time research fellows and the participation in all social insurances to Zhejiang University, and the funds needed shall be provided by the enterprises.

 

2. The employed personnel with the qualification for directing postgraduates may admit and direct postgraduates jointly with the professors of related colleges and departments.

 

3. The employed personnel may apply for the assessment for corresponding professional and technical posts organized by Zhejiang University by referring to the provisions for the professional and technical posts of Zhejiang University.

 

4. The employed personnel whose personnel relationships are not affiliated to Zhejiang University may also submit their applications through the cooperative colleges (departments or units of the same level) and are appointed as adjunct professors after the approval of the school.

 

5. The qualified employed personnel shall be given the priority in applying for the Residence Permit for High-level Overseas Talents in Zhejiang Province (hereinafter referred to as the “Residence Permit) (referring to the Interim Measures for the Management of the Residence Permit for High-level Overseas Talents in Zhejiang Province for detailed provisions for application for and acquisition of the Residence Permit).

 

The employed personnel are not treated as the introduced talents of Zhejiang University and can not apply for the special housing for introduced talents of Zhejiang University.

 

V. Procedure of Completion

 

The at-station term of the employed personnel is generally 3 years and those with outstanding achievements may extend the employment by another term after the self-application and the approval of the Office of the Management Committee of the Talents Post Station. At the end of the term of the contract, the personnel to leave the station may work in Zhejiang University or other employing units in the province in the form of two-way selection. The Industrial Technology Research Institute shall be responsible for the results assessments for their performance and the formalities of the completion, transferring their personnel relationships to their startups or the enterprises or public institutions where they work, linking their social insurance relationships according to the provisions, or entrusting their personnel relationships to the agency of the provincial talents exchange center on the basis of their willingness.

 

The present measures shall come into effect as of the date of promulgation. The Office of the Management Committee of the Talents Post Station shall be responsible for the interpretation.
